Opponents of the state's new emergency manager law filed signatures this week to force a referendum. The drive included a large number of signatures from Northwest Lower Michigan mainly gathered last summer. If enough signatures are valid, voters will decide the fate of the law in November. It allows the state to take over cities and schools that are financially distressed and gives managers broad powers. Some say the managers amount to dictators.
