County Sues Former Attorney

Grand Traverse County's Board of Public Works is suing its former attorney Michael Houlihan. Houlihan was the board's attorney for most of three decades, but he wants to be paid thousands of dollars for documents he still has related to the work he did.

Grand Traverse County wants the court to decide the papers belong to the county, or at least that the county has a right to see and photocopy them.  

The Board of Public Works may also sue Houlihan for negligence. He oversaw the construction of the county's septage treatment plant that collapsed after it was built. The plant does not bring in enough money to pay for itself because the designers overestimated how much septage it would take in.
